Test signed CSPs fail to work correctly on Vista Build 5472

I am working on custom CSP for Vista. And when I try to following the steps outlined in MSDN about Writing an Signing a CSP the CSP fails to load with Bad Signtaure error message.

I am using the MS Sign tool to create the .sig file and I am properly registering the CSP. This same method worked on previous Vista builds (5308 and 5342).

Any suggestions?
