How we can get Exchange VSAPI?

Hi,

My company is one of antivirus solutions vendor, but now we don't have AV for Exchange. Since we decided to create this product we need to get VSAPI specification.

So, what we must do for it? We have to be certified partner or no? Аnd who is responsible in Microsoft for these things?

Please, describe me procedure.
