licensing question for hundreds of tiny separate webservers

I've been reading the VE TOS but I can't seem to figure out if the following use would be allowed under it. We are developing an AVL (Automatic Vehicle Localization) service. We install GPS receivers in cars and track them over a cellular network. What I would like to do is give my users the option to see the position of their car on the map. The GPS positioning devices in the cars also host their own webservers, so all HTTP requests go directly to the device in the car (we don't host any of the information for privacy reasons).
VE seems to have pretty good maps (Navteq 2006) of the area I'm interested in (Romania) so I would like to use that. In my case there will be hundreds of little webservers (the tracking devices in the cars) serving the maps (they all get unique DNS names through Dynamic DNS). I can make them publicly accessible to comply with the TOS (you will only be able to see the map and provide your own GPS feed - the actual position of the car will only be visible for the owner).
To summarize:
a) lots of webservers/websites, each with its own unique name, each making little traffic to Virtual Earth
b) each device can host a public website but the lack of authentication will prevent the visitor from seeing the actual position of the car
Would this be possible under the VE TOS? If this would not be allowed, could you please indicate why and what would be the alternatives? I've heard prices like 8000$ + per client fees to join and use the MapPoint webservice which is not something we're ready to pay at this moment.
