where can i get help about writing 3d window management toys (ala vista).

Reading about all the fluff coming with vista i wanted to write my own window management toys utilizing all the new development tools. this is quite a general question but as someone with considerable experience in programming but little experience in windows development, i wanted to ask:

what subjects, development tools should i learn or which forums should i ask about so i can create programs with the nature of the 3d alt tab replacement vista currently has.
