writing window management toys for vista.

hi there.

I want to write some 3d toys for vista that make use of the window contents ala flip 3d.

I am an avid programmer but im very new to windows and especially windows vista development. can you please advise me on what technologies and tools should i focus my learning progress on so that i may write such applications?
