You would be able to develop .NET 3.0 applications if you have the .NET 3.0 framework installed. It is independat from the actual .NET release. Your application might break if MS changes something in the 3.0 framework before final release.

The .NET framework is a separate platform and if you develop for .NET 3.0 it will run on all places that implement a .NET 3.0 compatible platform. It can be XP SP2 or Vista RC1.

The answer to your question, if you have .NET 3.0 installed and develop applications targeting it it should work on other platforms that follow .NET 3.0.
