I try install the VS2003 SP1 . And the message box said:
Error 1606: Could not acess network location VS Developers (could not create group)
I am using Windows Vista.
Whats problem?

I have found kb article that describes the same error http://support.microsoft.com/?kbid=886549
After reading it I have checked my registry entries and found that LocalSettings entry is missing in key HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
Then I have added this entry with value %USERPROFILE%\Local Settings of type REG_EXPAND_SZ.
And now I have VS2003 SP1 installed on my Vista RC1 5600.
