the application requires that assembly office be installed

when i try to install MS VB2005 Express application on a user's pc i get the following error message: " unable to istall or run the application . The application requiers that assembly office version 11.0.0.0 be installed in the Global Assemly Cache (GAC) first. Please contact your system administrator"

how do solve this issue?
