Image / Video Recognition for Robotics Application

I'm creating something that requires image and video recognition. Imagine that I have an object in the front of my camera and it needs to identify it's location so that the computer will know what to do. Is there an API for this or a third party software that can be integrated to my application. I'm using Visual Basic 2005 (.net 2.0). Please help me out!
