Visual Studio IDE and Windows Installer

This would be hard to diagnose with the information you've provided, but you might have had some registry keys get trashed. The symptoms you describe aren't quite the same as another case I'm aware of (http://support.microsoft.com/default.aspx?scid=kb;en-us;884463, in which you get the message but then VS shuts down), but it might be worth looking at that page. (I'm also not clear with version of VS you're using, nor if you've tried uninstalling & reinstalling.)

The only time I've seen anything similar to this on my own machines is when I had a beta version of VS previously installed on my machine which didn't get totally cleaned up & left registry "goo" around.
