I'm sorry to say this, but there's currently a bug (or rather a design issue) with the Power Toys that they don't support VS in other languages. So unfortunetely there is no way to get it working besides fixing this issue in the source code of the Power Toys. Basically, all menu names are currently hard-coded in English in the source code which causes this problem.
I'll reply here when I have any updates on this issue (or fixes).

And before it, I will try to fix this problem by myself. This problem maybe let me study technology of add-on for VS well.
