As with so many Microsoft partner programs, the ISV Buddy program is a great idea with some flaws in execution. I'm lucky enough to have a "good buddy," but had difficulty getting started with the program and discovered (as you did) that requesting any sort of change was difficult. Here's what I would do:
1. Email budsup@microsoft.com. Be as candid as possible -- exactly as candid as you were here. Name your buddy, and explain what your needs are, i.e. what type of "buddy" would make a better match. In my experience, that email alias is monitored, and someone will respond.
2. If you get no response within two or three days, or do not like the response, take your case to Avi Sagiv. He's the manager in charge of the ISV Buddy program; his email address is asagiv@microsoft.com.
3. If you still aren't happy with the response, go straight to the top. Allison Watson is the Microsoft Corporate VP over all partner programs; her email is Allison.Watson@microsoft.com. Send her a brief, polite, candid email and attach your correspondence with the ISV Buddy program.
