Thanks Daniel for your response. I thought that .NET Framework 1.1 may not run natively on Athlon 64. To be honest, I'm not familiar with WoW.

I'm no expert on 64-bit either, but WoW (Windows on Windows) is basically a 32-bit runtime environment on a 64 bit OS, that allows "old" applications to run.
To those who may be interested, the problem was solved by updating the BIOS on the notebook PC, then modifying msconfig to NOT load startup items to allow the install of Studio .NET VC++. After installing all of the Studio .NET (>1.5 hrs), I reset the startup items and went on my way.

efforts in trying to resolve the issue. Let me assist you in this
regard.
Tad, I would like to inform you that thismay happen due to incorrect
BIOS settings. To resolve the issue I recommend you to perform the
following steps:
**** Power drain Process ****
1. Shut the computer down.
2. Disconnect the AC adapter and remove the battery.
3. Press the power button down for about 30-60 seconds.
4. Reconnect the AC adapter and the battery.
5. Restart the computer.
This will remove all the static charge present on the notebook.
**** BIOS Reset ****
1. Turn on or restart the computer.
2. Press the F10 key when the Press F10 to enter system utility message
is displayed on the HP Invent screen.
3. Under Exit menu, select the option "Load Setup Defaults."
4. Click Enter.
**** BIOS Update ****
Install the latest BIOS update from the following link:

NOTE: Clicking the link may give an error indicating it is invalid.
Copy and paste the entire link in a new browser window.
***** Prevent startup programs from launching *****
Many software programs start up and run silently in the background.
Most of these programs are not necessary to perform work on a computer.
Use the following steps to prevent undesired programs from starting
with Windows.
NOTE: By completing this step, Windows will run using selective
startup. A small reminder window may appear when Windows
starts.
1. Click Start, then Run.
2. Type the following into the open field: msconfig
3. Click OK and the System Configuration Utility will appear.
4. Click the General tab and remove the check from Load Startup
Items.
5. Click OK to accept the changes and restart the computer.
6. When the Windows desktop appears, restart the computer again. If
the computer shuts down normally, then another program was running
that Windows was unable to properly shut down. If Windows still
fails to shut down, then continue to the next step.
7. To undo the changes repeat Step 3, numbers one through four and
place a checkmark next to Load Startup Items.
Now try to reinstall the MS Visual C++ .NET 1.1 on your notebook.
