Setting order's MSNDistributionSite (using API)

I set an order's MSNDsitributionSite to UnitedStates (via API). When I

retrieve the order (via API), I see the MSNDistributionSite field is

properly set. When I look at the order in the UI, "Target the location

of your customers" is set to "Allow all customers to see my ad". It

should be "Select countries/regions" and only the UnitedStates value

should be selected.

My question is: to whom are my ads presented? US only or all over the world?

Why this inconsistency between API and UI?
