Workflow Runtime Webservice Wrapper

In the "Presenting WWF" published by SAMS it talks about Office using a SOAP wrapper to expose information to the Share Point Server. Does anyone know if the actual Workflow Runtime is running within the webservice?

I don't know specifically which section you're referring to, but workflows can be exposed as web services. In which case the workflow runs in the process space of the web server. The web server could be IIS or the Personal Web Server (Cassini) when you're doing devleopment.
