When i try to run the Microsoft .NET Framework 3.0 September CTP Uninstall Tool

I press the OK in the first screen, and then windows loads the following into the window?

This looks like a ordinary xml file with an xsl file attached to it, so why isn't the program displaying it?

I'm running Windows XP Pro SP 2
With Firefox 2.0 as my default browser..
I've had the Winfx3.0 September CTP Installed.. and more..

So Whats my best bet of getting this util to run?
