Windows SDK for Vista RTM won't install on RC1

I've downloaded the RTM ISO, burned it and am trying to install on RC1. I have a key for all of the editions including ultimate. All of them are being rejected by setup.
I am sure they are being entered correctly but it fails every time. Also the my machine refuses to recognize the DVD as bootable. I have to run setup from within RC1.
I'd appreciate any advice.
