Actually, it is called XNA Racer. It's another starter kit, like the Spacewar starter kit in the beta.
Again, it will be available after the launch on December 11. If you watch the video at the link that was posted, Dave (the voice) says it'll be available as a starter kit after launch on Dec. 11th. Well, maybe you watched without audio... But it's pretty much the first thing he says! :-)

The release version of XNA Game Studio Express will be free, just like the betas. That will give you the tools and framework to build games for both Windows and Xbox 360... But you will need an XNA Creators Club membership to be able to debug or play XNA games on the Xbox 360.
To be super clear, getting XNA GSE and using it to develop games for Windows is free, but you'll need to pay for the Creators Club subscription to be able to develop games for Xbox 360. Once you have a Creators Club membership, you'll be able to download the XNA Game Launcher onto your Xbox 360. You need this to be able to debug and play games built with the XNA Framework.

Also note that Dave Weller says ", we cap it with the big surprise, the "XNA Racer" starter kit, coming with the 1.0 release to Creators Club subscribers.". So looks like some of the stsarterk kits will only be available as part of the creators club.

What if I'm just a PC user? Will I be able to get my hands on that starter kit?
I'm currently learning and using XNA, and I really want to continue using it, but I don't own an XBOX 360, nor I plan on buying one because I've always been a PC gamer. But I really liked the video demo of the game and I know I could learn a lot from that starter kit, so my question is, could I get my hands on that starter kit even if I don't, and I won't, have an XBOX 360?

Note that Weller uses the word 'premium' starter kit when talking about the Creators' Club. This means there will be plenty of 'non-premium' starter kits to play with, if they have bothered coming up with a name for them, which will most probably be as good when combined. And the community will provide a lot as well, so the future is looking bright!
