Microsoft MPEG-2 DS filter HD capable?

Are the following Microsoft MPEG-2 DirectShow filters HD (high definition) video capable?

• Microsoft MPEG-2 Video Decoder
• Microsoft MPEG-2 Video Encoder
• Microsoft MPEG-2 Encoder

By HD capable I mean (I know this is arguable, so I define my question here) that they support 1920x1080p, 1920x1080i, and 1080x720p.

Also, should I ask this elsewhere (Media Foundation and/or Windows SDK forums) , too?
