Remove Split Shipment Feature

I thought this would be easy but I am having trouble finding out how to disable the multi-shipments per order feature in the starter site.

Do I just remove the menu item in the Shipping.ascx page?

Please Advise.

As an FYI.

I accomplished this by removing the 2 buttons from the top of Shipping.ascx page.
